oh no,mrs maryam.u r just getting confused.u r right when u say it's simple present tense.but in simple present the format is subject 'n' verb without any helping verb.e.g.i go;i come ;i welcome .......
now look at this sentence
"i welcome you'
here i is subject ,welcome is verb 'n' you is object
it's passive voice will be .......?
you are welcome by me
if 'by me 'is deleted then the sentence remains
'you are welcome'
